Constitution and Bylaws Committee


1. The Constitution and Bylaws Committee consists of three members each serving for three years in staggered terms. The Committee shall be chaired by the person entering his/her third year of membership on the Committee. The Eastern Branch Parliamentarian shall be an ex officio member.

2. The President appoints the third and newest member of the Committee for a three year term. The Chair should be mindful of maintaining a personnel blend of both experienced and newer Branch members. Include the Branch Parliamentarian in all meetings and business of the committee.

3. Review the Constitution and Bylaws annually, evaluate comments and suggestions for changes from all sources within the Branch, and draft appropriate amendments.

4. Submit amendments to the Executive Committee approximately 30 days prior to the Annual Meeting. Summarize the Committee's activities and proposed amendments at the annual business meeting (year 1).

5. Assist the Branch Secretary as needed in preparing and printing the Constitution and Bylaws amendments to be mailed with the next year's (year 2) meeting announcement.

6. Assist the Branch President, as requested, in formally presenting the amendments at the next year's (year 2) annual business meeting.

7. Assist the Branch Secretary as needed in preparing a ballot on approved Constitution amendments to be mailed to members for final vote.

8. Prepare an updated version of the newly approved Constitution and Bylaws. Distribute copies of the updated document to Branch officers, the Branch Parliamentarian, and to the National Office. Transmit extra copies to the Branch Secretary for filing.

9. Transfer appropriate archival materials to the Branch Archivist.
